- To foster, encourage and promote research and development in the
application of integrated IT throughout the life-cycle of the design,
construction and occupancy of buildings and related facilities
- To proactively encourage the use of IT in Construction through the
demonstration of capabilities developed in collaborative research
projects
- To organise international cooperation in such activities and to
promote the communication of these activities and their results The
object of W78's work is broad in terms of the design, construction and
occupation and occupancy of constructed facilities, but primarily it
relates to the integration and communication of data, information and
knowledge in the facility's life cycle.

1983 - Terms of Reference. CIB W78
After the 1983 meeting in Stockholm the following terms reference
was agreed on. (Co-ordinator Ms. Janet Spoonamore, U.S. Army Construction
Engineering Research Laboratory, Champaigne, Illinois, USA).
Scope
- a.
To foster, encourage and promote research and development
in the area of integrated computer technologies and applications
in design and to organize international cooperation in such activities;
- b.
I order to realize the objectives under a. to serve as a coordinating
focal unit within CIB on computer applications;
- c.
To carry out work (beyond the functions under b.) on computer-
aided architectural and engineering design.;
Programme of work
- a.
To identify characteristics of CAD systems (existing and under
development) on an international level with the objective
to specify common terminology, guidelines for up-to-date
systems and a catalogue of major integrated systems. The emphasis
is not on computational algorithms for particular
engineering/architectural disciplines, but rather on computer-
based technologies that support all design disciplines and their
integration.
- b.
To exchange information on computer applications in order to
improve their efficiency.
- c.
To induce other CIB Working Commissions to carry out
work in their relevant field on computer applications
and to participate in these activities.
